LEGISLATIVE BUDGET BOARD Austin, Texas FISCAL NOTE 74th Regular Session April 20, 1995 TO: Honorable Bill Sims, Chair IN RE: Committee Substitute Committee on Natural Resources for Senate Senate Bill No. 978 Austin, Texas FROM: John Keel, Director In response to your request for a Fiscal Note on Senate Bill No. 978 (relating to cost-benefit analysis of environmental rules proposed for adoption by certain state agencies) this office has determined the following: The bill would require that the General Land Office, Department of Agriculture, Natural Resource Conservation Commission, Railroad Commission and Department of Health estimate the cost a proposed rule would have on the State and the net benefits the rule would provide the State. Estimates below do not include costs to the General Land Office or the Texas Natural Resource Conservation Commission. Approximately $400,000 of the cost below is attributable to Parks and Wildlife estimates and approximately $120,000 to the Department of Health. The probable fiscal implication of implementing the provisions of the bill during each of the first five years following passage is estimated as follows: Fiscal Probable Cost Out Year of General Revenue Fund 001 1996 $532,639 1997 523,729 1998 523,729 1999 523,729 2000 523,729 Similar annual fiscal implications would continue as long as the provisions of the bill are in effect.
