TO: Honorable Judith Zaffirini, Chair IN RE: Senate BillNo. 1033
Committee on Health & Human Services By: Harris, Chris
         Senate

FROM: John Keel, Director

In response to your request for a Fiscal Note on Senate Bill No.
1033 (Relating to the protection of the rights and health of
women; providing penalties.) this office has determined the
following:

The bill would require physicians' offices or clinics where
abortions are performed to be licensed as ambulatory surgical
centers. The bill would add requirements that ambulatory
surgical centers performing abortions report to the Department of
Health certain data items regarding every abortion performed.
The bill would also require that the Department of Health conduct
an annual inspection of each ambulatory surgical center not
certified under Title XVIII of the Social Security Act.

No significant fiscal implication to the State or units of local
government is anticipated.
