LEGISLATIVE BUDGET BOARD Austin, Texas FISCAL NOTE 74th Regular Session April 12, 1995 TO: Honorable Bill Sims, Chair IN RE: Senate BillNo. 1106 Committee on Natural Resources By: Sims Senate Austin, Texas FROM: John Keel, Director In response to your request for a Fiscal Note on Senate Bill No. 1106 (Relating to the management of wildlife resources; providing a penalty.) this office has determined the following: The bill would make no appropriation but could provide the legal basis for an appropriation of funds to implement the provisions of the bill. The bill would remove restrictions regarding agreements for the protection and management of wildlife resources and for the restocking of species in national forests. It would also provide for the sale of various body parts of deer and elk, hunting on Lower Colorado River Authority Land, and allow the Commission to delegate to the Executive Director the authority to finalize regulations on seasons and bag limits for migratory birds. The bill would give landowners a defense against killing a carnivorous mammal or other wildlife on the endangered species list if it poses a threat to livestock. The provision that would remove restrictions regarding agreements for the protection and management of wildlife resources and for the restocking of species in national forests could result in a cost, however, Parks and Wildlife indicates there are currently no proposals to enter into any additional agreements at this time. Therefore, there would be no significant fiscal implication to the State. No significant fiscal implication to units of local government is anticipated.
