LEGISLATIVE BUDGET BOARD Austin, Texas FISCAL NOTE 74th Regular Session April 17, 1995 TO: Honorable Bill Sims, Chair IN RE: Committee Committee on Natural Resources Substitute for Senate Bill Senate No. 1167 Austin, Texas FROM: John Keel, Director In response to your request for a Fiscal Note on Senate Bill No. 1167 (relating to the use of solid waste fee revenue for local and regional activities ) this office has determined the following: The bill would amend Section 361.013 of the Health and Safety Code to require that one-half of the funds appropriated to the Texas Natural Resource Conservation Commission (TNRCC) from the fees assessed on disposal of solid waste should be allocated to municipal solid waste planning regions for use by local governments and regional planning commissions. The bill would authorize funding allocations to planning regions through local units of government based on formulas to be established by TNRCC. While the bill would increase funding to local governments, TNRCC funding criteria may result in the reduction of grant funds to some units of government and the reallocation of funding to others.
