LEGISLATIVE BUDGET BOARD
Austin, Texas
FISCAL NOTE
74th Regular Session
April 28, 1995
TO: Honorable Judith Zaffirini, Chair IN RE: Committee Substitute
Committee on Health & Human Services for Senate
Senate Bill No. 1226
Austin, Texas
FROM: John Keel, Director
In response to your request for a Fiscal Note on Senate Bill No.
1226 (Relating to child-care facilities.) this office has
determined the following:
The bill would require the Texas Department of Protective and
Regulatory Services to conduct a comprehensive cost-benefit
analysis and economic impact study that includes families and
licensed child-care providers, when determining minimum standards
for child-care facilities that provide care for less than 24
hours a day. Current law requires the department to conduct a
comprehensive review of all child care rules and standards at
least every six years.
The bill would also require the department to contract for an
independent comprehensive cost-benefit analysis and economic
impact study relating to staff-child ratios, group sizes, and
square footage requirements that are contained in any minimum
standards for child-care facilities adopted by the Texas Board of
Protective and Regulatory Services in 1994. The department must
submit the report to the Governor, the Lieutenant Governor, the
Speaker of the House of Representatives, and members of the 75th
Legislature no later than December 1, 1996.
The probable fiscal implication of implementing the provisions of
the bill during each of the first five years following passage
is estimated as follows:
Fiscal Probable Cost Out
Year of General
Revenue Fund 001
1996 $100,000
1997
1998
1999
2000
No fiscal implication to units of local government is
anticipated.
