LEGISLATIVE BUDGET BOARD Austin, Texas FISCAL NOTE 74th Regular Session April 4, 1995 TO: Honorable Judith Zaffirini, Chair IN RE: Senate BillNo. 1229 Committee on Health & Human Services By: Zaffirini Senate Austin, Texas FROM: John Keel, Director In response to your request for a Fiscal Note on Senate Bill No. 1229 (Relating to the Maternal and Infant Health Improvement Act and to the development of a perinatal health care system.) this office has determined the following: The bill would provide for the creation of a perinatal health care system. The Board of Health would be responsible for adopting minimum standards and objectives to implement voluntary perinatal health care systems. The Department of Health would be responsible for developing and monitoring a statewide network of voluntary perinatal health care systems, developing and maintaining a reporting and analysis system, and providing for coordination and cooperation within the state and among Texas and adjoining states. The bill specifies criteria for creation of a voluntary perinatal health care system and stipulates that the Department of Health may establish a grant program. The Department anticipates no fiscal implications in association with this bill, stating that the bill aligns state law with the Department's responsibilities under Title V, Maternal and Child Health Services Block Grant, and that, unless new funds were appropriated, the Department does not anticipate awarding any grants under the program described in the bill.
