LEGISLATIVE BUDGET BOARD Austin, Texas FISCAL NOTE 74th Regular Session April 5, 1995 TO: Honorable Bill Sims, Chair IN RE: Senate BillNo. 1313 Committee on Natural Resources By: Armbrister Senate Austin, Texas FROM: John Keel, Director In response to your request for a Fiscal Note on Senate Bill No. 1313 (Relating to facility response plans for hazardous liquids pipelines.) this office has determined the following: The bill would amend the Natural Resources Code to allow the Railroad Commission to make rules requiring hazardous liquid pipeline facilities, not subject to the Oil Spill Response Act of 1991, to file a facility response plan with the commission. Filings would have to include plans for response to a worst case discharge and to a substantial threat of such a discharge and would have to be consistent with requirements of the federal Oil Pollution Act of 1990. Although the Railroad Commission anticipates some costs in administering this legislation, it is expected that these costs could be absorbed within the agency's current resources.
