In response to your request for a Fiscal Note on Senate Bill No.
1317 (Relating to the regulation and promotion of aquaculture;
providing a penalty.) this office has determined the following:

The bill would make no appropriation but could provide the legal
basis for an appropriation of funds to implement the provisions
of the bill.

The bill would amend portions of the Texas Agriculture Code and
the Parks and Wildlife Code relating to the aquaculture industry. 
The bill would change the current program at the Department of
Agriculture from a licensing program to a registration program. 
The bill would amend the composition and responsibilities of the
Aquaculture Executive Committee and add enforcement
responsibilities to the Parks and Wildlife Department.  The bill
would abolish the aquaculture fund and establish a special
account in the general revenue fund to receive grants and gifts
which could be used only for the advancement of the aquaculture
industry.


No significant fiscal implication to the State or units of local
government is anticipated.
