LEGISLATIVE BUDGET BOARD Austin, Texas FISCAL NOTE 74th Regular Session March 27, 1995 TO: Honorable Bill Sims, Chair IN RE: Senate BillNo. 1328 Committee on Natural Resources By: Montford Senate Austin, Texas FROM: John Keel, Director In response to your request for a Fiscal Note on Senate Bill No. 1328 (Relating to the release of the state's reversionary interest in certain real property located in Howard County.) this office has determined the following: The bill would make no appropriation but could provide the legal basis for an appropriation of funds to implement the provisions of the bill. This bill would release all the State's surface interest in a portion of land that, until 1976, was a part of Big Spring State Hospital. The 70.67 acre tract was deeded to the City of Big Spring in 1976 following the passage of SB 238, 64th Legislature, with restrictions on its use over and above those of compatability. This bill provides that the General Land Office, on behalf of the state, will release the restrictions on the land and that the City of Big Spring will pay to the state the added value of the land without the restrictions. The City and TDMHMR will write a memorandum of understanding regarding the compatability of the use of the land. No significant fiscal implication to the State is anticipated.
