LEGISLATIVE BUDGET BOARD
Austin, Texas
FISCAL NOTE
74th Regular Session
May 16, 1995
TO: Honorable Keith Oakley, Chair IN RE: Senate Bill No.
Committee on Public Safety 1337,
House of Representatives as engrossed
Austin, Texas By: Moncrief
FROM: John Keel, Director
In response to your request for a Fiscal Note on Senate Bill No.
1337 (relating to policies and procedures of the Commission on
Law Enforcement Officer Standards and Education, including the
appointing and licensing of officers and continuing education
training requirements; providing a penalty) this office has
determined the following:
The bill would make no appropriation but could provide the legal
basis for an appropriation of funds to implement the provisions
of the bill.
The bill would authorize the Texas Commission on Law Enforcement
Officer Standards and Education to suspend the license of a peace
officer who fails to complete certain required training. The
bill would require the commission to develop rules and reporting
requirements to implement the provisions of the bill.
The Commission on Law Enforcement Officer Standards and Education
estimates indicate the annual cost of implementing the provisions
of the bill to be $105,939, which includes two additional FTE's.
However, Comptroller of Public Accounts estimates indicate that
savings from other provisions of the bill would offset costs
associated with implementation and there would be no net fiscal
implication to the State.
The fiscal implication to units of local government cannot be
determined.
