LEGISLATIVE BUDGET BOARD Austin, Texas FISCAL NOTE 74th Regular Session April 12, 1995 TO: Honorable Ken Armbrister, Chair IN RE: Committee Substitute Committee on State Affairs for Senate Senate Bill No. 1360 Austin, Texas FROM: John Keel, Director In response to your request for a Fiscal Note on Senate Bill No. 1360 (relating to the operation and management of the Texas Turnpike Authority) this office has determined the following: The bill would make no appropriation but could provide the legal basis for an appropriation of funds to implement the provisions of the bill. The bill would allow the Texas Department of Transportation to expend money, from any source available, for costs of Turnpike Projects, provided that any monies expended out of the State Highway Fund be repaid to the fund from tolls or other turnpike revenue. The bill also provides that in the event of nonpayment of a proper toll the Turnpike Authority shall send notice to the registered owner of the vehicle and would be authorized to assess an administrative fee as well as collection of the toll amount. In addition, should the registered owner of the vehicle fail to pay the toll and the administrative fee in the allotted time a traffic citation would be issued for the nonpayment with the owner being required to pay a fine of not more than $250. Should the owner of the registered motor vehicle with unpaid fees seek to register the vehicle, the Department of Transportation, through the county tax collector, would deny registration until said fees and fines are paid. The Department of Transportation stated there could be some costs associated with the bill, however, information regarding those costs is unavailable at this time.
