LEGISLATIVE BUDGET BOARD
Austin, Texas
FISCAL NOTE
74th Regular Session
April 23, 1995
TO: Honorable Ken Armbrister, Chair IN RE: Senate Bill No.
Committee on State Affairs 1365,
Senate as amended
Austin, Texas By: Wentworth
FROM: John Keel, Director
In response to your request for a Fiscal Note on Senate Bill No.
1365 (Relating to prepaid legal services contracts.) this office
has determined the following:
The bill would amend the Insurance Code to remove the authority
of the Insurance Commissioner to approve rates charged for
prepaid legal services and to require that such rates are only
filed with the Department of Insurance.
Implementation of the bill would result in no significant fiscal
impacts. The department would no longer perform actuarial
reviews of rates for legal services contracts. However, the
change would not significantly affect agency resources because
only a few companies offering prepaid legal services are
currently active.
No fiscal implication to units of local government is
anticipated.
