LEGISLATIVE BUDGET BOARD Austin, Texas FISCAL NOTE 74th Regular Session April 24, 1995 TO: Honorable David Sibley, Chair IN RE: Senate BillNo. 1411 Committee on Economic Development By: Harris, Chris Senate Austin, Texas FROM: John Keel, Director In response to your request for a Fiscal Note on Senate Bill No. 1411 (relating to incentive programs to minimize the use of the Texas Automobile Insurance Plan Association) this office has determined the following: The bill would make no appropriation but could provide the legal basis for an appropriation of funds to implement the provisions of the bill. The bill would amend the Insurance Code to require the Commissioner of Insurance to designate an incentive program applicable to the Texas Automobile Insurance Plan Association (TAIPA) that would reward insurers for voluntarily writing policies for males under 25 years of age and persons 65 years old or older. Implementation of the provisions of the bill would require the Department of Insurance to revise the TAIPA plan of operation and to make changes to consumer publications, the Texas Automobile Rules and Rating Manual, and the Texas Private Passenger Automobile Statistical Plan Manual. However, the additional workload would be accomplished with existing staff. No significant fiscal implication to the State is anticipated.
