Truan, Chair IN RE: Senate BillNo. 1420 Committee on International Relations, By: Truan Trade & Technology Senate Austin, Texas FROM: John Keel, Director In response to your request for a Fiscal Note on Senate Bill No. 1420 (relating to temporary registration permits for commercial motor vehicles) this office has determined the following: The bill would make no appropriation but could provide the legal basis for an appropriation of funds to implement the provisions of the bill. The bill would provide for the issuance of temporary 72 hour and 144 hour permits for the movement of commercial motor vehicle, trailers, semitrailers and motor buses owned by residents of Mexico who are subject to registration in Texas and not authorized to travel on the public roads of the state for lack of registration or lack of reciprocity. The fee for a 72 hour permit is $25 and the fee for a 144 hour permit is $50. The bill would require that an operator of a vehicle show evidence of financial responsibility prior to issuance of a temporary permit. The Texas Department of Transportation estimates that there will be a cost to the agency but the information is not available at this time. The probable fiscal implication of implementing the provisions of the bill during each of the first five years following passage is estimated as follows: Fiscal Probable Revenue Year Gain to State Highway Fund 006 1996 $300,000 1997 300,000 1998 300,000 1999 300,000 2000 300,000 Similar fiscal implications would continue as long as the provisions of the bill are in effect.
