In response to your request for a Fiscal Note on Senate Bill No.
1581 (relating to recovery of attorney's fees under the
Declaratory Judgment Act) this office has determined the
following:

The bill would prohibit the recovery of costs or attorney's fees
against any governmental unit under the Declaratory Judgment Act. 
Implementation of the provisions of the bill could lead to
savings to the state and local governmental units, however, the
amount cannot be estimated.


The fiscal implication to the State or units of local government
cannot be determined.
