Truan, IN RE: Senate BillNo. 1599 Chair By: Truan Committee on International Relations, Trade & Technology Senate Austin, Texas FROM: John Keel, Director In response to your request for a Fiscal Note on Senate Bill No. 1599 (relating to the creation of the Texas-Mexico Border Environmental Education Council) this office has determined the following: The bill would make no appropriation but could provide the legal basis for an appropriation of funds to implement the provisions of the bill. The bill would create the Texas-Mexico Border Environmental Education Council. The purpose of the council would be to foster environmental programs and cooperation across the Texas-Mexico border. The council would be made up of eight members representing the border regional education service centers. The Region 1 and 19 service centers would be responsible for coordinating the council. The bill would provide for members to be reimbursed for their expenses. The council would work with the Texas Education Agency as well as the Parks and Wildlife Department, Texas Natural Resources Conservation Commission, and institutions of higher education. The state would incur additional expenses associated with the implementation of the bill. Costs would be associated with reimbursement of member's travel expenses and the development of programs and curriculum. The probable fiscal implication of implementing the provisions of the bill during each of the first five years following passage is estimated as follows: Fiscal Probable Cost Out Year of General Revenue Fund 001 1996 $288,200 1997 278,200 1998 153,200 1999 148,200 2000 153,200 Similar annual fiscal implications would continue as long as the provisions of the bill are in effect.
