Truan, IN RE: Committee Substitute Chair for Senate Committee on International Relations, Bill No. 1633 Trade & Technology Senate Austin, Texas FROM: John Keel, Director In response to your request for a Fiscal Note on Senate Bill No. 1633 (relating to requiring the approval of the Texas Transportation Commission before a political subdivision or private entity may construct or finance the construction of a bridge across the Rio Grande) this office has determined the following: The bill requires a political subdivision or private entity, authorized to construct or to finance a bridge over the Rio Grande River border between Texas and Mexico to obtain the approval by the Texas Transportation Commission for any new crossing before seeking approval from the U.S. Department of State. The Commission is to secure the advice and recommendations from the Department of Public Safety, Natural Resource Conservation Commission, Historical Commission, Texas Department of Agriculture, Alcoholic Beverage Commission, Texas Department of Commerce, and any other state agency that the Commission deems appropriate. The planned crossing is to be consistent with the state transportation plan and, if appropriate, with the metropolitan planning organization having jurisdiction over the crossing. The entity requesting the approval from the Commission for a crossing would be required to furnish the Commission with any information needed by the Commission to make its decision.
