LEGISLATIVE BUDGET BOARD Austin, Texas FISCAL NOTE 74th Regular Session May 3, 1995 TO: Honorable Carlos Truan, Chair IN RE: Senate BillNo. 1639 Subcommittee on Water By: Wilson Senate Austin, Texas FROM: John Keel, Director In response to your request for a Fiscal Note on Senate Bill No. 1639 (Relating to regulation of certain irrigators and irrigation system installers.) this office has determined the following: The bill would establish accreditation requirements for training courses and continuing education requirements for licensed irrigators. The bill would authorize the reimbursement of travel and per diem expenses of members of the Texas Irrigators Advisory Council. The bill exempts the Texas Irrigators Fund from Sections 404.094 and 404.095, Government Code. Estimates by the Comptroller of Public Accounts assume that this language was intended to exempt the Fund from Sections 403.094 and 403.095, Government Code, concerning removal of statutory dedications and use of dedicated revenue balances. An exemption from 403.094 and 403.095 would result in a certification loss to General Revenue of $624,182. This loss would be in addition to cost estimated below. The probable fiscal implication of implementing the provisions of the bill during each of the first five years following passage is estimated as follows: Fiscal Probable Cost Out Change in Year of Irrigators Number of State Fund 468 Employees from FY 1995 1996 $102,223 1.5 1997 90,983 1.5 1998 90,983 1.5 1999 90,983 1.5 2000 90,983 1.5 Similar annual fiscal implications would continue as long as the provisions of the bill are in effect. No fiscal implication to units of local government is anticipated. Source: Natural Resource Conservation Commission LBB Staff: JK, JB, DF
