TO: Honorable Senator Ken Armbrister, IN RE: Senate Joint
Chair Resolution
Committee on State Affairs No. 30
Senate By: West, Royce
Austin, Texas
FROM: John Keel, Director
In response to your request for a Fiscal Note on Senate Joint
Resolution No. 30 (Proposing a constitutional amendment
authorizing the legislature to provide for the issuance of bonds
to provide or guarantee surety bonds for historically
underutilized businesses.) this office has determined the
following:
The Resolution proposes a constitutional amendment which, if
adopted, would authorize the Legislature to provide for the
issuance of $50,000,000 in general obligation bonds for the
provision or guarantee of surety bonds for HUB's. Fiscal
implications would be dependent upon enabling legislation such as
SB 382 or similar legislation.
The cost to the State for publication of the resolution is
$90,000.
No fiscal implication to units of local government is
anticipated.
