Adopt rider and place in Article II, Special Provision:
      Title XX Block Grant Reduction. In the event that the Title
XX (Social Services Block Grant) funding is reduced through
Congressional action, the Health and Human Services Commission
should attempt to maintain the affected programs as near to the
appropriated levels as possible through the use of transfer
authority or the allocation of any other available funds.
