Amend CSHB 1 as follows:
      (1)  In Article III, under the appropriations to the Texas
Education Agency, strike the sums appropriated for Strategy A.1.1,
Assessment (page III-2), and substitute for that strategy the sum
of $60,586,811 for the year ending August 31, 1998, and the sum of
$60,451,860 for the year ending August 31, 1999.
      (2)  In Article III, under the appropriations to the Texas
Education Agency, strike the sums appropriated for Strategy B.2.3,
Support Programs (page III-5), and substitute for that strategy the
sum of $23,833,462 for the year ending August 31, 1998, and the sum
of $23,833,462 for the year ending August 31, 1999.
      (3)  In Article III, under the appropriations to the Texas
Education Agency, strike the sums appropriated for Strategy B.3.1,
Regional Training and Development (page III-6), and substitute for
that strategy the sum of $29,618,440 for the year ending August 31,
1998, and the sum of $29,618,440 for the year ending August 31,
1999.
      (4)  In Article III, under the appropriations to the Texas
Education Agency, strike the sums appropriated for Strategy C.1.1,
Accountability Operations (page III-6), and substitute for that
strategy the sum of $7,582,149 for the year ending August 31, 1998,
and the sum of $7,737,028 for the year ending August 31, 1999.
      (5)  In Article III, under the appropriations to the Texas
Education Agency, strike the sums appropriated for Strategy C.1.2,
School Finance System Operations (page III-7), and substitute for
that strategy the sum of $11,157,043 for the year ending August 31,
1998, and the sum of $11,138,430 for the year ending August 31,
1999.
      (6)  In Article III, under the appropriations to the Texas
Education Agency, strike the sums appropriated for Strategy C.1.3,
Improving Instruction Operations (page III-7), and substitute for
that strategy the sum of $6,791,233 for the year ending August 31,
1998, and the sum of $6,810,539 for the year ending August 31,
1999.
      (7)  In Article III, under the appropriations to the Texas
Education Agency, strike the sums appropriated for Strategy C.2.1,
Local Authority Operations (page III-7), and substitute for that
strategy the sum of $3,683,110 for the year ending August 31, 1998,
and the sum of $3,864,102 for the year ending August 31, 1999.
      (8)  In Article III, under the appropriations to the Texas
Education Agency, strike the sums appropriated for Strategy C.2.2,
Special Populations Operations (page III-7), and substitute for
that strategy the sum of $7,269,556 for the year ending August 31,
1998, and the sum of $6,565,004 for the year ending August 31,
1999.
      (9)  In Article III, under the appropriations to the Texas
Education Agency, strike the sums appropriated for Strategy D.1.1,
Central Administration (page III-8), and substitute for that
strategy the sum of $5,502,350 for the year ending August 31, 1998,
and the sum of $5,340,443 for the year ending August 31, 1999.
      (10)  In Article III, under the appropriations to the Texas
Education Agency, strike the sums appropriated for Strategy D.1.2,
Information Resources (page III-8), and substitute for that
strategy the sum of $5,910,728 for the year ending August 31, 1998,
and the sum of $5,943,775 for the year ending August 31, 1999.
      (11)  Strike Rider 38 following appropriations to the Texas
Education Agency (page III-14) and renumber the subsequent riders
appropriately.
      (12)  In Article III, under the appropriations to the Texas
Education Agency, add the following rider, appropriately numbered:
      ____. PHONEMIC AWARENESS SCREENING PROJECTS.  Of the amounts
appropriated under Strategy A.1.1, the sum of $35,586,811 for the
fiscal year ending August 31, 1998, and the sum of $35,451,860 for
the fiscal year ending August 31, 1999, shall be used to aid school
districts in training teachers and to provide materials to school
districts to conduct phonemic awareness screening projects that
incorporate the most recent findings from research conducted by the
National Institute of Child Health and Human Development.  Funding
preference shall be given to school campuses that have high
populations of students at risk of dropping out of school as
defined by Section 29.081(d)(2), Education Code.
      (13)  Adjust the totals accordingly.
