Amend CSHB 1 as follows:
      (1)  In Article III, under the appropriations to the Texas
Education Agency, increase the amount appropriated for Strategy
A.3.3. (Improving Educator Performance) (page III-3) by
$150,000,000 in each fiscal year of the biennium and reduce the
amounts appropriated for Strategy A.2.1. (Foundation School
Program) (page III-2), Strategy B.1.1. (Instructional Excellence)
(page III-4), and Strategy B.2.1. (Program and Funding Flexibility)
(page III-4) by $75,000,000, $37,500,000, and $37,500,000,
respectively, in each fiscal year of the biennium.
      (2)  In Article III, under the appropriations to the Texas
Education Agency, add the following appropriately numbered rider on
page III-18:
      __.  TRAINING IN BASIC READING SKILLS.  Of the amounts
appropriated under Strategy A.3.3. (Improving Educator
Performance), the Commissioner of Education shall allocate the
amount of $150,000,000 in each fiscal year of the biennium to be
used to develop and provide training for kindergarten and first,
second, and third grade and special education teachers in current
scientific research in reading acquisition and systematic delivery
of basic reading skills, including phonemic awareness, alphabetic
knowledge, decoding strategies, spelling and writing, use of
readable, decodable text, vocabulary acquisition, and comprehension
and understanding skills.
