Amend the Howard amendment to CSHB 1 to read as follows:
      Amend CSHB 1 as follows:
      (1)  In Article XI, add the following appropriately numbered
rider on  under the heading "Texas Education Agency":
      __.  TRAINING IN BASIC READING SKILLS.  Of the amounts
appropriated under Strategy A.3.3. (Improving Educator
Performance), the Commissioner of Education shall allocate the
amount of $100,000,000 in each fiscal year of the biennium to be
used to develop and provide training for kindergarten and first,
second, and third grade and special education teachers in current
scientific research in reading acquisition and systematic delivery
of basic reading skills, including phonemic awareness, alphabetic
knowledge, decoding strategies, spelling and writing, use of
readable, decodable text, vocabulary acquisition, and comprehension
and understanding skills.
