Amend CSHB 1 by adding the following appropriately numbered
rider on page III-54 after the appropriations to The University of
Texas at Austin:
      ____.  Out of the funds appropriated above, and contingent
upon passage of HB 443, $100,000 in fiscal year 1998 and $100,000
in fiscal year 1999 shall be used for the Bureau of Economic
Development and Hispanic Studies. The Bureau shall be coordinated
through the Lyndon B. Johnson School of Public Affairs and shall be
focused on public policy issues salient to trade relations between
Texas, the Republic of Mexico, and Latin America.
