Amend CSHB 1, page I-47, appropriations to the General
Services Commission by revising rider #17 to read as follows:
      17.  Oil Overcharge Settlement Funds. All funds allocated to
the State of Texas by Congressional Appropriations and Petroleum
Violation Escrow Funds (Oil Overcharge Funds), including the
interest earned on the Oil Overcharge Funds, accrued earnings and
loan repayments, are hereby appropriated to the General Services
Commission State Energy Conservation Office (SECO), as the primary
administration agency for Oil Overcharge Funds the biennium
beginning September 1, 1997. Any unexpended balances as of August
31, 1997 of Oil Overcharge Funds administrated by SECO remaining at
the Office of the Governor, including all federal and state match
funds and funds established by Chapter 2305 of the Government Code,
are hereby appropriated to General Services Commission for the
biennium beginning September 1, 1997. Any unexpended balances as of
August 31, 1998 are hereby reappropriated to the General Services
Commission for the fiscal year beginning September 1, 1998.
Transfer of said funds to other General Services Commission budget
categories is prohibited except for direct and indirect
administrative costs as permitted by law.
      In addition, $500,000 of the Oil Overcharge Funds
appropriated to the General Services Commission is transferred to
the Texas Energy Coordination Council for the biennium beginning
September 1, 1997. Any unexpended balance of the Energy
Coordination Council's oil overcharge funds as of August 31, 1997
is hereby appropriated to the Energy Coordination Council for the
biennium beginning September 1, 1997.
