Amend CSHB 1, page V-23, appropriations to the Department of
Criminal Justice, by adding the following new rider:
      ____.  Implement Prisoner Health Care Co-Payments.  It is the
intent of the Legislature that the Department of Criminal Justice
implement a system of health care co-payments consistent with
recommendations made in Texas Performance Review (TPR) report
"Disturbing the Peace," Issue PSC 2: Require Prisoners to Pay for
Some Health Care Services.  Co-payments of $3 per inmate health
care visit (with exemptions as described in PSC2) shall be paid out
of the inmate's trust fund and deposited by the department to the
credit of the General Revenue Fund.  The department shall develop
rules to implement this procedure as recommended by the Comptroller
of Public Accounts.  There is hereby appropriated to the Department
of Criminal Justice, out of the General Revenue Fund, receipts
generated from these co-payments which are in excess of $797,000
for fiscal year 1998 and $897,000 for fiscal year 1999.
