Amend CSHB 1 under the appropriations to the Board of
Architectural Examiners (page VIII-7) by adding the following
riders, appropriately numbered:
      __.  It is the intent of the legislature that the Board of
Architectural Examiners contract with a Texas institution of higher
education or with a Texas-based testing firm for the administration
of the NCARB examination, with the goal of reducing the fee
authorized under Rider No. 1 to the lowest practical amount through
use of existing expertise, locations, and computers and related
infrastructure.  The board may not expend funds appropriated under
Goal A.1.2. unless the board has issued requests for proposals to
qualified institutions and organizations for the administration of
the examination.
      __.  It is the intent of the legislature that the Board of
Architectural Examiners actively pursue the cooperation of similar
regulatory agencies in other states in an effort to bargain
collectively with NCARB to:  (1)  lower the NCARB examination fee;
(2)  recover examination costs over a longer period of time;  (3)
require annual competitive bidding for administration of the
examination by national and in-state test administrators; and  (4)
offer "pencil and paper" examinations at a reduced price.
