Amend CSHB 1, Article IX, pages IX-99 through IX-103 by
deleting Section 167 and replacing with the following:
Sec. 167 Reductions in Appropriations for Eliminating Excess
Vacant State Positions.
1. It is the intent of the Legislature for state agencies
and insitutions of higher education to use truth-in-budgeting when
requesting funding for state employment, and to only request
appropriations for positions that are needed to conduct essential
state functions. It is the intent of the Legislature for state
agencies and insitutions of higher education to keep the average
number of vacant state positions as low as possible, with
consideration given to seasonal employment fluctuations.
2. The Comptroller of Public Accounts is hereby directed to
reduce the appropriations made in this Act by amounts equal to
$61,046,207 from the General Revenue Fund, $15,175,469 from General
Revenue-Dedicated funds, and $3,468,333 from other funds for fiscal
year 1998 and by an amount equal to $60,415,239 from the General
Revenue Fund, $14,989,566 from General Revenue-Dedicated funds, and
$3,524,193 from other funds for fiscal year 1999. To achieve these
savings, appropriations are hereby reduced based on an analysis of
vacant employment positions as determined by the Comptroller of
Public Accounts' Texas Performance Review report, "Disturbing the
Peace-The Challenge of Change in Texas State Government."
Reductions for each fiscal year from the appropriations made to
each agency listed below shall be the amount indicated below.

3. For any reductions from special or other funds listed
above, the Comptroller of Public Accounts shall transfer an equal
amount of cash from the balances of those accounts or special funds
not constitutionally dedicated into the state's nondedicated
General Revenue Fund.
