Amend CSHB 1, Article IX, General Provisions, by adding a new
section to read as follows:
      Section _____.  Expansion of State Prison Telemedicine
Project.  Any unobligated and unexpended oil overcharge balances
from appropriations made to the Alternative Fuels Council,
estimated to be $400,000 for FY 1997, are hereby transferred to the
Texas Department of Criminal Justice for the purpose of expanding
the telemedicine services provided by the University of Texas
Medical Branch at Galveston and Texas Tech University to inmates at
state prison facilities.
