Amend CSHB 1, Article IX General Provisions, by adding a new
section to read as follows:
      Section _____.  Uniform Reporting of Cost Data on Alternative
Fuel Vehicles.  (a) Each state agency and institution of higher
education that purchases or converts vehicles to use alternative
fuel sources shall, in addition to any existing reporting
requirements, provide the following information to the General
Services Commission by October 1 of each fiscal year:
            (1)  the total number and purchase price or conversion
cost of alternative fuel vehicles by by fuel source;
            (2)  the cost of operating, maintaining, and repairing
alternative fuel vehicles by fuel source;
            (3)  a comparison of the operating, maintenance and
repair costs of the agency's alternative fuel vehicles and
traditional fuel vehicles; and
            (4)  the total annual expenditures for purchasing,
converting, operating, maintaining and repairing alternative fuel
vehicles.
            (b)  The General Services Commission shall submit a
report to the Legislative Budget Board and the Governor's Office of
Budget and Planning by January 1 of each fiscal year which contains
a compilation and analysis of the information required under this
section.  The report also shall include: the total annual state
expenditures for converting or purchasing alternative fuel
vehicles; the total annual expenditures for operating, maintaining
and repairing alternative fuel vehicles; the estimated annual
savings to the state in purchase price if traditional fuel vehicles
had been purchased; and the estimated savings in maintenance, and
repair costs if no conversions had been performed and traditional
fuel vehicles had been purchased.
