      Out of the funds appropriated above, Strategy A.1.5 Foster
Care/Adoption, the department may use funds to conduct "pilot"
approaches to innovative service delivery, provided such pilot or
pilots are designed in conjunction with providers, approved by the
Health and Human Services Commission, and funded at no increased
cost to the state.
