Article XI, Texas Literacy Pilot Program
      In addition to other funds appropriated to the Texas Higher
Education Coordinating Board elsewhere in the Act, an additional
$500,000 from the General Revenue Fund for fiscal year 1998-99 is
hereby appropriated for establishing and maintaining the Texas
Literacy Pilot Program.  Any moneys not expended in the first year
shall be carried over and expended during the second year of the
biennium.  In addition, three percent of the $500,000 appropriated
shall be utilized for administrative purposes.
