Amend the Gutierrez amendment to CSHB 1 to read as follows:
      Amend CSHB 1 by adding the following rider to Article XI
under the Higher Education Coordinating Board:
      TEXAS LITERACY PILOT PROGRAM. Out of funds appropriated to
the Texas Higher Education Coordinating Board elsewhere in this
Act, an additional $500,000 from the general revenue fund for
fiscal year 1998-99 shall be expended for establishing and
maintaining the Texas Literacy Pilot Program. The unexpended
balance of that amount may be expended during the second year of
the biennium for the same purpose. Not more than three percent of
the amount may be used for administrative expenses.
