Amend CSHB 1 by adding the following appropriately numbered
rider on page II-8 after the appropriations to the Council on
Alcohol and Drug Abuse:
      ___.  BARBARA JORDAN HEALTH CARE CENTER.  From the amounts
appropriated to the Texas Commission on Alcohol and Drug Abuse
under this Act, the commission shall continue to provide funding
for services at the Barbara Jordan Health Care Center, formerly the
Houston Recovery Campus, at a rate in each year of the biennium
that is equal to the rate of funding in the fiscal year ending
August 31, 1997.  The funds shall be allocated based on the current
treatment population and level of program services at the center,
to include for each fiscal year of the biennium $2,000,000 for
adult treatment, $2,000,000 for youth treatment, $1,500,000 for
female treatment, $500,000 for civil court commitment services, and
$500,000 for prevention treatment.  The commission shall distribute
these amounts under contract with The University of Texas Health
Science Center at Houston, which shall administer the treatment
services at the center.  To the extent possible, The University of
Texas Health Science Center at Houston shall enter into interagency
agreements with the Texas Education Agency, the Texas Juvenile
Probation Commission, the Texas Department of Mental Health and
Mental Retardation, and other health care providers to provide for
treatment services at the Barbara Jordan Health Care Center.
