Amend the Swinford amendment to CSHB 1 to read as follows:
      Amend CSHB 1 by adding a rider following the appropriations
to West Texas A&M University to read as follows:
      ____.  SPEECH AND LANGUAGE PATHOLOGY. Out of funds
appropriated under item A.3.5., $100,000 shall be used in fiscal
year 1998 for start-up costs associated with reinstating a
certification program in speech and language pathology.
