Amend the West amendment to CSHB 1 to read as follows:
      Amend CSHB 1 by adding the following rider to Article XI,
Texas Tech University Health Sciences Center:
      ODESSA CLINIC. Out of funds appropriated to the Texas Tech
University Health Sciences Center elsewhere in this Act, $1,500,000
in fiscal year 1998 shall be expended to purchase medical equipment
for the Texas Tech University Health Sciences Center Odessa Clinic.
