Amend CSHB 3 as follows:
      (1)  On page 13, between lines 19 and 20, insert the
following:
      Sec.109.067.  PROGRAM NOT AN ENTITLEMENT.  This chapter does
not establish an entitlement to health benefits provided through
the corporation or any other entitlement.
      (2)  On page 13, line 20, strike "109.067" and substitute
"109.068".
