Amend the Stiles Amendment to CSHB 4 (page 288 of the
amendment book) as follows:
      (1)  On page 3, after line 27, add the following
appropriately lettered Subsection:
      "( )A municipality is not required to call and hold an
election under this section if the annual revenue from the expanded
tax base does not exceed $50,000.  If the governing body elects not
to hold the election, the revenue from the expanded tax base shall
be used to provide for the reduction of municipal property taxes,
additional revenue for the municipality that can be used for any
general purpose of the municipality, funding for one or more
specific projects or types of projects; or a combination of these
purposes as determined by the governing body.  If the governing
body elects to hold the election, the election shall be conducted
in the manner required by this section."
      (2)  On page 7, between lines 4 and 5, add the following
appropriately lettered Subsection:
      ( ) A municipality is not required to call and hold an
election under this section if the annual revenue from the expanded
tax base does not exceed $50,000.  If the governing body elects not
to hold the election, the revenue from the expanded tax base shall
be used to provide for the reduction of municipal property taxes,

does not exceed $50,000.  If the commissioners court elects not to
hold the election, the revenue from the expanded tax base shall be
used to provide for the reduction of county property taxes,
additional revenue for the county that can be used for any general
purpose of the county, funding for one or more specific projects or
types of projects; or a combination of these purposes as determined
by the commissioners court.  If the commissioners court elects to
hold the election, the election shall be conducted in the manner
required by this section."
      (4)  On page 13, after line 27, add the following
appropriately lettered Subsection:
      ( ) A county is not required to call and hold an election
under this section if the annual revenue from the expanded tax base
does not exceed $50,000.  If the commissioners court elects not to
hold the election, the revenue from the expanded tax base shall be
used to provide for the reduction of county property taxes,
additional revenue for the county that can be used for any general
