Amend CSHB 4 as follows:
      On page 44 add a section 42.258(e):
      (e)  The Commissioner shall reduce state aid under this
chapter in an amount equal to the reduction in state revenue under
Section 11.28(b) as a result of recognition of tax abatements
entered into by school districts under Chapter 312, Tax Code on or
after May 31, 1993.
