Amend the Turner Amendment CSHB 4 (page 139 of the amendment
book) by striking page 2, line 6, through page 3, line 5, which
adds Section 3.2115, Public Utility Regulatory Act of 1995 (Article
1446c-0, Vernon's Texas Civil Statutes).
