Amend the Turner amendment to CSHB 4 as follows:
      (1)  On page 1, strike lines 7-11 and substitute:
      Sec. 2.2125.  ADJUSTMENT FOR CHANGES IN STATE AND LOCAL TAX
LIABILITY. (a) The Commission, on its own motion or on the petition
of an electric utility, including an electric cooperative
corporation, shall provide for the adjustment of the utility's
billing to reflect a net increase or decrease in the utility's
state and local tax liability, including reductions to ad valorem
taxes if the increase or decrease:
      (2)  On page 1, line 25, between "utility's" and "decrease",
insert "increase or".
      (3)  On page 2, line 3, between "additional" and "decrease",
insert "increase or".
