Amend the Turner Amendment to CSHB 4 by adding at the end of
item (1) the following appropriately numbered Subsection to added
Section 2.2125, Public Utility Regulatory Act of 1995 (Article
1446c-0, Vernon's Texas Civil Statutes):
      (  )  This section does not require an electric utility that
is under an order issued by a federal bankruptcy court to adjust
its billings to reflect a decrease in its tax liability. The
utility shall apply the decrease to the pay-down of the utility's
debt.
