Amend CSHB 107 by striking page 3, lines 3-10 and
substituting the following:
      Sec. 29.353.  ADMINISTRATION OF GRANTS.  (a)  A grant
application must include:
            (1)  guidelines for screening students to diagnose
reading deficiencies, including phonemic awareness;
            (2)  instructional material that is balanced,
well-organized, and based on scientific, replicable research; and
            (3)  testing to demonstrate student progress.
      (b)  The commissioner shall:
            (1)  prescribe the procedure for application for and
the making of grants; and
            (2)  perform other activities the commissioner
considers necessary to carry out this subchapter.
