Amend HB 951 by adding the following appropriately numbered
SECTION to the bill and renumbering existing SECTIONS of the bill
appropriately:
      SECTION ____.  Section 552.108, Government Code, is amended
by adding Subsection (c) to read as follows:
      (c)  The exceptions in Subsections (a) and (b) apply only to
open files.
