Amend HB 1280 as follows:
      (1)  On page 1, lines 10-11, strike "employees of the
municipality or of a utility owned or operated by the municipality"
and substitute "persons".
      (2)  On page 1, line 11, strike "employee or employees" and
substitute "person or persons".
