Amend CSHB 1387 on page 9 by inserting on line 20 between
"requested" and the period the following:
      except that an insurer that seeks either a refund of fees or
a determination of the sufficiency of payments must notify the
authority not later than the later of:
      (1)  November 1, 1997; or
      (2)  six months after the date the fees were paid to the
authority.
