Amend HB 1789 as follows:
      On Page 2, line 15, between the period and "The" insert "Such
notice and hearing shall be governed by provisions of Chapter 2001,
Government Code, related to contested cases and of Section (b) of
the Texas Insurance Code, Art. 1.33B. The Commissioner shall, by
rule, establish reasonable criteria for applying the above set
forth standards for determining whether to impose a moratorium.".
