Amend CSHB 1856 as follows:
      (1)  On page 9, line 20, strike the word "guidelines" and
substitute "laws, rules and regulations and instructions
promulgated directly from those laws, rules and regulations".
      (2)  On page 9, line 23, strike the word "guidelines" and
substitute "laws, rules and regulations and instructions
promulgated directly from those laws, rules and regulations".
