Amend HB 2062 as follows:
      (1)  In Subsection (a) (page 1, line 18), at the end of the
subsection, add the following:  "This subsection is temporary and
expires September 1, 2001."
      (2)  After Subsection (b) (page 1, line 47), add the
following new subsection:
      "(c)  The Department shall provide evidence in proceedings
before the commissioner or the designated hearings officer
promoting the adoption of rates that promote access to full
insurance coverage at rates that are fair and reasonable for
underserved areas."
