Amend HB 2318 by adding a new section, numbered "Section 2",
and renumbering succeeding sections accordingly:
      SECTION 2.  Nothing herein shall be construed as transferring
title to the state building nor the land belonging to the permanent
school fund to the Upper Guadalupe River Authority.
